How Should The Government Find the Money to Rebuild New Orleans?

The GOP and DNC are bickering with each other and within their own ranks as to how to pay for all the damage done to New Orleans. They're wanting to cut into Medicaid, Pres. Bush isn't to happy with that idea, Dems want tax cuts taken away from the rich, Bad idea, and take money from highway projects that are just pork products in the millions. I agree with the idea of trimming the pork spending and taking that money hiring an independent contractor to rebuild the levees and that's it. We don't give the state of Louisiana one dime to rebuild. That's correct I said , "Don't give them ONE DAMN DIME!!!" Why should we the people bail out crooked politicians who have had money budgeted to them to get these levee's up to the standard to with stand a category 5 hurricane. All this state has done is piss the money away and I don't feel we as tax payers should have to pay to rebuild a city that honestly should never have been flooded in the first place. They have been given billions to upgrade the levees and they didn't give a rats ass about using the funds to protect the lives and businesses of it's residents.
Since everyone has been evacuated that wants to be most of the poor people say that they won't be going back anyway so let independent contractors buy the land and rebuild the city that way. If business owners need to rebuild and need loans fine make the state give them low interest rate loans. Make sure the insurance companies pay out what is due the policy owners but don't give out free money. I Jimmy Carter and Habitat for Humanity will be there helping rebuild and that's they way we need to go with the rebuild. Bring in the residents of N. O. That want to come back, give them jobs helping rebuild and stop giving them free hand outs. Most just want a job and and a place to call home. The ones that don't are on welfare and are use to the government giving them money and have made their living living off the tax payers anyway. They want a raise they have another kid. We need to seriously look into this shit also, but tat is another topic all together.
I will end by stating the federal government needs to make sure the levees are fixed and up to par but as for throwing billions at N. O. to rebuild I say HELL NO!!!!
